David Aranda, SDA - President
David Aranda, SDA has served as a member of the SDRMA Board of Directors since 1998. Committed to advocating and strengthening special districts through sound governance, Aranda is an active member of the California Special Districts Association (CSDA), fulfilling a variety of roles within the Association, including serving on the Alliance Executive Council and as a faculty member of the Special District Leadership Academy.
Jean Bracy, SDA - Vice President
Mojave Desert Air Quality Management District
Jean Bracy, SDA has a wide range of experience with organizational structures, long term and vision planning, development of staff and volunteers, and resource and program management. In addition, she is a qualified Special District Administrator (SDA), has completed the Special District Leadership Academy, and holds a Master Certificate in Labor Relations from the California Public Employers Labor Relations Association. Bracy is the director of administrative services for the Mojave Desert Air Quality Management District (MDAQMD). The MDAQMD is a regulatory agency implementing regulations from both the federal and state Clean Air Acts. Her areas of responsibility include finance and budget, human resources, information systems, risk management, fleet, and facilities.
Stanley Caldwell - Secretary
Mt. View Sanitary District
Stanley Caldwell currently serves as a director for the Mt. View Sanitary District (MVSD) in Martinez, California. Caldwell has been a dedicated and active board member, serving several times as the board president and has enhanced his ability to serve as director by being an active participant at California Association of Sanitation Agencies (CASA) and as a board member of the California Special District Association (CSDA). He has also served as the MVSD representative to the Contra Costa County Local Agency Formation Commission (LAFCo). He is also active in the Contra Costa County Chapter of Special Districts Association. Caldwell has been a longtime member of the Finance Committee at MVSD, also serving on the Public Information Committee, among others.
Jo MacKenzie - Treasurer
Vista Irrigation District
Jo MacKenzie serves on the boards of directors for Vista Irrigation District and the California Special Districts Association. She has served with Vista Irrigation District since 1992. In 2011, MacKenzie was recognized as Special District Official of the Year by PublicCEO.com and was CSDA’s Legislative Advocate of the Year in 2010. Her local government experience also includes serving the San Diego LAFCo as an alternate commissioner and sitting on its special district advisory committee. She has served on the Association of California Water Agencies’ Region 10 Board and is a graduate of the CSDA Special District Leadership Academy.
Elaine Magner - Director
Pleasant Valley Recreation & Park District
Elaine Magner has been on the Pleasant Valley Recreation and Park District (PVRPD) Board of Directors since February 2008. She has served as board president twice, served on the personnel and finance committees and is PVRPD’s representative to the Ventura County Special Districts Association (VCSDA) and CSDA. She was honored by VCSDA by being named the 2014 Director of the Year and has worked in public service for 31 years in law enforcement human resources.
Sandy A. Seifert Raffelson - Director
Herlong Public Utility District
Sandy A. Seifert-Raffelson was elected to the SDRMA Board of Directors on January 1, 2012. Raffelson has completed her Board Secretary/Clerk Certificate, The Special District Leadership Academy and earned SDLF Recognition in Special District Governance. Ms. Seifert-Raffelson holds a bachelor's degree in business administration with a minor in sociology and accounting. In addition, she has 15 years of experience in bookkeeping, accounting, and auditing for special districts. Seifert-Raffelson is the district clerk for Herlong Public Utility District, where she has been involved with the district since the beginning of its conception as Herlong Utility Cooperative, later changing to Herlong Utility Incorporated and finally to a public utility district.
Katie Kolitsos is a Special Assistant to Assembly Speaker Anthony Rendon. She oversees the issues of Local Government and Revenue and Taxation for the Speaker. Prior to joining the Speaker’s office Kolitsos was the Chief Consultant for the Assembly Local Government Committee. In the Committee her issue areas include land use, budget, redevelopment, special districts, Proposition 218, water, and eminent domain. Prior to joining the Committee Kolitsos was a Legislative Analyst for the Association of California Water Agencies and a Legislative Consultant for the Governor’s Office of Planning and Research under the Davis Administration. She has a degree in Government from CSU, Sacramento and a certificate in Land Use Planning and Natural Resources from UC Davis Extension.
Geoffrey Neill is a policy analyst for the California State Association of Counties. He previously worked at CSDA as a public affairs specialist and as the liaison to the Proposition 1A campaign in 2004. He serves as the chair of the school site council at his daughters’ school.
Martin Rauch, is President of Rauch Communication Consultants, in charge of all outreach and strategic planning activities. He has 20 years experience working with dozens of public agencies. Rauch has served as a speaker and seminar leader for the Association of California Water Agencies (ACWA) the California Association of Sanitation Agencies (CASA), and the California Special Districts Association (CSDA). He is a regular faculty member of the Special District Leadership Academy, and has been invited as a speaker to many other statewide associations.
